MINUTES OF SELECTMEN MEETING –  July 23, 2012 5:00 PM

Wayne presented the board with the location of each streetlight listed on the streetlight inventory. WMECO will be notified to tape up the lamps.

Chapter 90 monies have been place on hold per Mass Highway. The approval of the monies has not been completed by the state. Fiscal 2012 Chapter 90’s monies will be expended for the chip sealing of Clark, Covell and Beetle Road. The chip sealing will be scheduled for sometime in mid-August.

Monday, August 20th has been scheduled for the opening of paving bids.

Kathy Cowles on behalf of the Planning Board presented the Selectboard with a copy of a proposed bylaw (Large-Scale Ground-Mounted Solar Photovoltaic Installations). The board will review the bylaw and has scheduled a tentative public hearing date of September 10th with a Special Town Meeting of October 9th.

Shawn Shaw was appointed as an alternate member of the Planning Board.

Joanne Duval:

Joanne will move forward with the purchase of two roll off bins for the transfer station. An open bin will be scheduled to be available at the transfer station for permit holders. A fee will be charge for items placed into the bin.

Transfer Station permit holders are required to place their permit on the side window of their vehicle. Joanne received a compliant stating that it is illegal and was refusing to follow the requirement. The Tolland Police were asked for a clarification. Mass General Law Chapter 90 Section 2D states “No person shall operate any motor vehicle upon any public way or upon any way to which the public shall have the right of access with any of the following affixed thereto  1) a sign, poster or sticker on the front windshield, the side windows immediately adjacent to the operator’s seat and the front passenger seat, the side windows immediately to the rear of the operator’s seat and the front passenger seat and the rear window in such a manner so as to obstruct, impede or distort the vision of the operator.” A letter will be written to the permit holder that states the law and the Transfer Station requirements. If the Transfer Station requirements are not followed privileges will be revoked.

Joanne, Animal Control Officer received a complaint in regards to a late fee that is being charged for a dog license. Sue Voudren, Town Clerk met with the Board of Selectmen in April and discussed dog licensing. Dog Licenses expire on May 1st with a $5.00 fee. A $10 per dog late fee was added after June 1st and a $25 per dog late fee was added after July 1st. In April it was unclear if the late fee was per dog or per household. Joanne’s concern is with getting rabies information. If the board is concerned with collecting of fees and pursuing legal steps all paperwork and notifications will have to be available to be presented to the courts. With the change in the rabies clinic and the mailing of notifications of licensing Joanne, Susan and the Board of Selectmen agreed that the late fee will be $25 per household. Any household that has paid additional late fees will be reimbursed.

Joanne and Susan will discuss and agree upon a dog licensing procedure for next year.

Valerie Nickerson Bird, Board of Health Agent submitted her Transfer Station Inspection Report. The report was also submitted to the state.
